NOM-259 covers cosmetics process and import activities. Check the requirements for the activities your business performs. ISO 22716 alone is not proof of full Mexican compliance. These two sources were checked on 15 September 2026.

Cosmetic definition, medicinal claims, labelling and importer registration: source review on 1 October 2026. No individual product or shipment was assessed. Other sources retain their own review dates.
Read NOM-141 with its amendment of 14 February 2014. Spanish information remains required. Check the rules for your exact product and packaging.
COFEPRIS: check the product before choosing a procedure
Ask the Mexican importer to check the exact product, tariff fraction and NICO, composition, use and customs regime against the current health-control rules. A food or cosmetic product name alone does not tell you whether a permit or notice is required.
If a control applies, confirm the procedure, required documents and submission channel. COFEPRIS publishes a current product-permit page; notices and sampling or release procedures are separate. Do not use one procedure’s timing as a promise of import or customs clearance.
